The ideal candidate will have a background in inspections and a keen eye for safety and compliance. Responsibilities include receiving and investigating code violation complaints, enforcing building and municipal codes, conducting building inspections and attending court proceedings.
Certification Pay:
Additional pay is offered on having the following certifications-
- Texas State Plumbing Inspector's License - $1,300/year
- Other ICC related certifications in the following categories are awarded $650/year up to a max of four (4) total paid certifications in this category. This equates to max of $2,600/year for possession of four (4) or more of the below certifications:
- Building Code Certification.
- Residential Code Certification.
- Mechanical Code Certification.
- Electrical Code Certification.
- Plumbing Code Certification.
- Energy Code Certification.
You could be making up to $3,900 more a year on top of you base compensation for certifications you already possess or certifications you acquire while working at the City of Baytown.

Duties
- Make on-site inspections of construction projects, including multi-family and manufactured home/recreational vehicle parks to ensure compliance with applicable City ordinances and building codes.
- Effectively communicate with the general public, other regulatory agencies, architects, engineers, contractors and other city departments to resolve issues that might arise during construction projects or generated by complaints. May include meetings with applicants, contractors, agents, city departments, peers and supervisors.
- Input results from inspections or complaints permit tracking software and generate letters to communicate deficiencies with owners, designers and contractors.
- Review plans and specifications for compliance with adopted federal, state and local codes.
- Perform all other related duties as assigned.
Minimum Qualifications
Building Services Inspector I/II ($19.02 - $23.78/hr. DOQ)
Required:
- High School Diploma or equivalent (GED).
- Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
- Two years of experience in Code Enforcement or an equivalent combination of education and related field experience.
- State Code Enforcement Officer Certification or ability to attain within one year.
Preferred:
- State Code Enforcement Officer Certification.
- Texas State Plumbing Inspectors License or the ability to attain within two years.
- Certification in one of the following Commercial or Residential Codes:
- Building
- Mechanical
- Electrical
- Plumbing
- Fuel Gas
- Energy Conservation
Building Services Inspector III ($21.26 - $26.57/hr. DOQ)
Required:
- High School Diploma or equivalent (GED).
- Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
- Three years experience in a paraprofessional municipality related role.
- State Code Enforcement Officer Certification or the ability to obtain it within one year.
- Texas State Plumbing Inspectors License
- Certification in two or more of the following Commercial or Residential Codes:
- Building
- Mechanical
- Electrical
- Plumbing
- Fuel Gas
- Energy Conservation
Preferred:
- Certifications in three of the Commercial and/or Residential codes listed above.
- State Code Enforcement Officer Registration, Texas Department of Health.
Building Services Inspector IV ($24.06 - $30.07/hr. DOQ)
Required:
- High School Diploma or equivalent (GED).
- Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
- Five years experience in a paraprofessional municipality related role.
- Texas State Plumbing Inspectors License.
- State Code Enforcement Officer Certification or the ability to obtain it within one year.
- ICC Certification as a Combination Commercial or Residential Inspector.
Preferred:
- ICC Combination Inspector.
- State Code Enforcement Officer Registration, Texas Department of Health.
Knowledge, Skills and Abilities
Successful candidates will have knowledge of City, State, and National codes. Ability to read plans, inspect structures for code compliance and to communicate with contractors and the general public. Ability to get along appropriately with co-workers and the public. Experience making sound decisions and using good judgement when working with customers or the public.
